Plaintiffs are dealers in farm machinery. In 1950 the city of Horicon assessed and collected a tax upon three new farm tractors
which they kept for sale. Plaintiffs took the required preliminary steps for the refund of the tax without success and now
bring this action for the recovery of the taxes paid, upon the ground that such tractors are exempted from taxation by the
provisions of sec. 70.111(9), Stats., as follows: '70.111 Personal property exempted from taxation. The property described in this section is exempted from general property
taxes:
